Manus is not subject to Australian law and public accountability safeguards, or only very imperfectly. Cover-up of atrocity is a lot easier in Manus than it would be in an Australian detention centre. And this of course is what was intended. Manus is part of the asylum-seeker deterrent system. The fear of death at sea, and the fear of death by security force brutalisation at Manus, are intended to deter asylum-seeker voyages. To stop the boats.

The Catholic Church hierarchy now seems more prepared to admit institutional and personal failures prior to 1996. They are yet to admit the pervasive, closed clericalist culture which infected the Church until at least 1996, but that will come. Let's hope that the Victorian police can also now move forward admitting past mistakes without manufacturing excuses which do not withstand the contemporary spotlight.

'The Church should not give any appearance of hiding behind the corporate veil. Justice demands that present church leaders agree to satisfy any judgment debt against their predecessors or their deceased predecessors' estates when there is an allegation of past failure to supervise or adequately investigate a sexual predator in the ranks. But above all, he is so happy in his own skin and in his religious tradition that he exudes the confidence that comes only from knowing that he is loved and forgiven, and not from thinking that he is always right and has all the answers.

In Australia, September is the month of religious media conferences. This year church media, particularly Catholic media, face a growing challenge: how to deal with bad news about the Church, especially stories regarding sexual abuse and failures of governance. Pope Francis' own style of communication suggests an alternative purpose and approach that such media might adopt.

'The Towards Healing protocol is not a substitute for criminal prosecution of sex abusers. Nor is it a cheap alternative to civil liability for damages. It is a procedure available by choice to victims in addition to criminal prosecution of perpetrators or pursuit of civil damages for negligence by church authorities.'
